Food Truck Vendor Opportunity at Hermiston Community Center

Introduction The Hermiston Parks and Recreation Department is seeking qualified food truck vendors to operate at the Hermiston Community Center. This RFP is an open invitation for interested food truck operators to submit proposals for a potential vendor agreement.

Scope of Work

Selected food truck vendors will be granted permission to operate their food truck within designated areas of Hodge Park. The vendor is responsible for all aspects of their operation, including but not limited to:

  • Business Operations: Developing and implementing a comprehensive business plan outlining daily operations, menu offerings, pricing, and customer service standards.
  • Equipment and Supplies: Providing all necessary equipment, supplies, and personnel to conduct business.
  • Utilities: Self-sufficiently providing power, water, and waste disposal for the food truck.
  • Grounds Maintenance: Ensuring the food truck area is left clean and free of debris daily. There should be no evidence of the food truck’s presence left behind upon departure.
  • Permits and Licenses: Obtaining and maintaining all required permits, licenses, and insurance.
  • Compliance: Adhering to all applicable city, state, and federal laws, regulations, and health codes.
  • Hours of Operation: Food trucks must operate between the hours of 8:00 AM and 8:00 PM daily.
  • Food Truck Appearance: Food trucks must maintain a clean and orderly appearance. The vendor is responsible for keeping the immediate area around the food truck free of litter and debris. No obscene language or imagery is permitted on the food truck or in any promotional materials.
  • Prohibited Items: The sale of alcohol, tobacco products, and vaping-related items is strictly prohibited.

Proposal Requirements

Proposals must include the following information:

  • Detailed business plan.
  • Information about the food truck, including size, equipment, and self-sufficiency in terms of power, water, and waste disposal.
  • Proof of necessary permits, licenses, and insurance.
  • A proposed schedule of operation.

Evaluation Criteria

Proposals will be evaluated based on the following criteria:

  • Business plan quality and feasibility
  • Experience and qualifications of the vendor
  • Menu variety and appeal
  • Compliance with facility regulations

Contract Terms

The successful vendor will enter into a contract with the City of Hermiston outlining the terms and conditions of the agreement, including but not limited to:

  • Contract duration
  • Fee structure
  • Insurance requirements
  • Facility usage guidelines
  • Termination provisions

Submission of Proposals

Proposals must be submitted to Hermiston Parks & Recreation, parksandrec@hermiston.gov by:

  1. March 27, 2026 for first opportunity
  2. April 30, 2026 for second opportunity
