The Airport Advisory Committee communicates rules governing the commercial and noncommercial aeronautical activities, standards and rules of the Hermiston Airport by the Federal Aviation Administration and the City of Hermiston, and advises the City Council of the programs, operations, maintenance, and development of the Airport. Gorge Aviation has also been hired to manage and market the facility.

Budget Committee

Members of the Budget Committee review the proposed annual budgets for the City and Urban Renewal Agency, discuss the documents in public sessions, and consider public testimony before making a recommendation to the City Council. The Hermiston city budget is the financial plan that includes revenue and expenditure estimates for one fiscal year, which runs from July-June. By statute, the budget must be approved by the City Council by June 30.

Charter Review Committee

The City Council approved formation of the Ad-Hoc Charter Review Committee on July 28, 2025 to review the current City Charter and may make recommended changes, amendments, or determine that no changes are necessary. In addition to a full review, the Council has asked the committee to provide specific recommendations on:

Community Accountability Board- Council Subcommittee

The Community Accountability Board was formed as a subcommittee of the City Council to work with first-time juvenile offenders to help them from re-offending and becoming involved in the juvenile justice system.

Meetings

This subcommittee meets as needed. Meetings are not open to the public to protect the juveniles involved.

Eastern Oregon Trade and Event Center (EOTEC) Advisory Committee

Umatilla County and the City of Hermiston formed a historic partnership to build the Eastern Oregon Trade and Event Center (EOTEC). It was completed in 2017 and hosted its first event, the 2017 Umatilla County Fair and Farm-City Pro Rodeo. After achieving this great feat, the partners decided operations should be carried out by one entity, and in March 2018 the City of Hermiston took full ownership and operational responsibility for the facility.

Faith-Based Advisory Committee

Leaders of Hermiston’s faith community meet to advise the City Council on areas where City goals cross paths with programs currently offered by the local faith community. The committee has been involved with such projects as the I Love My City cleanup and services days, local school adoptions, Family Promise, and Feed Hermiston.

Hispanic Advisory Committee

The Hispanic Advisory Committee provides a platform for communication between the city's Hispanic community and the city’s elected and appointed representatives. Members of the committee are a point of contact for issues and concerns related to the City of Hermiston and committee meetings act as a forum for discussion. Members are active in resolving issues as they arrive and developing a stronger community and working to make Hermiston a truly inclusive city, respectful of all nationalities, races, ethnic groups, and cultures.

Library Board

Hermiston Library Board members are advocates for the library within the greater Hermiston community, reviewing services and planning for future development. By taking stock of current library assets and working with the library budget, the Library Board evaluates the effectiveness of the Hermiston Public Library.

Parks and Recreation Advisory Committee

The Parks and Recreation Committee advises the City Council and Planning Commission on issues related to Hermiston’s physical parks and recreational facilities and programs. Members gather public input, review and recommend policies, operational and capital budget needs, as well as potential indoor and outdoor recreational spaces and programs for the community, to include acquisition, design, development, maintenance and promotions of all parks and recreation projects to the City Council to maximize the use and quality of local facilities and programs.

Planning Commission

The Planning Commission is a quasi-judicial committee that hears, develops, and recommends land use decisions to the City Council. This can include the Comprehensive Plan, Zoning and Planning Ordinances, Urban Growth Boundaries, and other planning issues such as Urban Renewal Applications.

Public Finance Committee- Council Subcommittee

The Public Finance Committee was formed in 2025 as a subcommittee of the City Council to study specific issues in more depth. This subcommittee reviews detailed City financial information prepared by City staff.

This committee meets quarterly or as needed at City Hall.

Public Infrastructure Committee- Council Subcommittee

The Public Infrastructure Committee was formed as a subcommittee of the City Council to study specific issues in more depth. This subcommittee reviews and recommends policies and practices of Hermiston's public infrastructure system to the City Council. The subcommittee also reviews the Capital Improvement Projects annually for planning and budgeting purposes.

Public Safety Committee- Council Subcommittee

The Public Safety Committee was formed in 2011 as a subcommittee of the City Council to study specific issues in more depth. The committee acts in an advisory role to the Mayor and City Council on livability issues related to public safety, crime, traffic, emergency management, and the criminal justice system at large, as well as to review police and court operations through reports from the appropriate city staff.

Recreation Projects Fund Advisory Committee

The Recreation Projects Fund Advisory Committee solicits and reviews applications for recreation, recreation-related programs and activities, and park improvements projects in the City, and then makes recommendations to the City Council on the financial allocation of the established transient lodging funds that support and promote these projects and activities. Solid Waste Committee- Council Subcommittee

The Solid Waste Committee was formed as a subcommittee of the City Council to study specific issues in more depth. This subcommittee reviews, discusses, and recommends terms, conditions, and rates to the City Council for solid waste and recycling services provided by the City's local contracted provider, Sanitary Disposal, Inc. Vacancy Review Board- Council Subcommittee

The Vacancy Review Board was formed as a subcommittee of the City Council in accordance to provisions of Paragraph 58 of the City Council Ruled of Order and Procedure. Subcommittee members, made up of the City Council, interview citizens that are interested in serving on the City's Committees, Boards, and Commissions and recommend appointments to said Committees, Boards, and Commissions to the City Council.
