Economic Growth and Development Momentum Continues in 2025

The City of Hermiston continued to build on its reputation as a regional economic engine in 2025, with sustained investment in housing, commercial development, and infrastructure that supports long-term growth and job creation.

Over the course of the year, the City approved 130 new housing units, all single-family homes. Since the beginning of 2020, Hermiston has approved 767 total housing units, allowing the community to accommodate growth driven by expanding employment opportunities.

“Hermiston’s housing growth has been consistent for many years and developers have worked hard to match pace with other economic development,” said Mark Morgan, Assistant City Manager. “Since 2020, new housing has included not only single-family homes, but also income-restricted apartments and manufactured housing, which are essential to supporting a diverse workforce and a healthy local economy.”

Economic investment extended well beyond residential construction. In 2025, the City approved residential and commercial permits totaling $469 million in job value, indicating expanding private investment, business confidence, and a growing tax base. This shows continuing employment growth after a 2025 report showed that for the most recent decade of available data, the Greater Hermiston area accounted for 91% of all job growth in Umatilla County.  This level of development activity strengthens Hermiston’s services, infrastructure, and future economic opportunities.
