About Sanitary Disposal

All solid waste (garbage, recycling, etc.) in Hermiston is contracted by the local private company, Sanitary Disposal, Inc. (SDI).  SDI collects and manages all curbside garbage and recycling collection within the City limits of Hermiston, manages free recycling centers, and operates a waste transfer station.

Recycling Services & Composting 

The City of Hermiston is required by the State of Oregon, through the Department of Environmental Quality, to provide information about why recycling is important.  This information can be found here: Recycling is Important Flyer.

There are currently two free recycling centers in Hermiston in addition to curbside recycling. 

Hermiston and other Oregon cities with more than 4,000 residents are required by state law to provide curbside recycling, which began July 6, 2026.

You can recycle paper, cardboard, plastic containers, metal cans, and some new items like cartons (milk, juice, soup boxes) and certain plastics. All items must be empty, clean, and dry.

You cannot recycle plastic bags, shrink wrap, styrofoam, food waste, dirty containers, batteries, electronics, hazardous items, or glass. Glass recycling must be dropped off at a local recycling depot.

 

Other items can be dropped off at the Recycle On Container at the Transfer Station, including:

  • Beverage package handles made of HDPE (#2)
  • Polyethylene bags and wrap
  • Buckets and pails made of HDPE (#2)
  • Aluminum foil and pressed foil products (including lids if snapped on securely)
  • Lids made of HDPE (#2)
  • Shredded paper and PP (#5) placed in paper bags.

Curbside recycling will be picked up every other week. Your exact pickup day will depend on your route. Each customer will receive a schedule and be notified of any changes. The carts are 95 gallons and designed to hold two weeks of recyclable material.

Yes, but a quick rinse is enough. It doesn’t need to be perfect, but no food or liquid inside.

Your recycling is taken to a sorting facility, separated by material, and sent to manufacturers to be made into new products. The new system requires better tracking to ensure materials are actually recycled responsibly.

Residential curbside recycling will be offered at a rate of $8 per month for a 95 gallon container collected every other week.  Customers are encouraged to review their current level of service, and consider optimizing their garbage service size.  For example, a customer who rarely fills their entire 90 gallon garbage service might consider downgrading to a 35 gallon garbage service.  A change like that may still provide the customer with adequate waste/recycling removal, while actually reducing cost.

The RMA introduces Producer Responsibility Organizations (PROs) to shift the financial burden from end-users to producers. Producers of recyclable materials are required to join a PRO, which will collect fees from them. These funds will be remitted to the state and used to cover the costs of recycling programs, including collection, sorting, and transportation.  However, it is anticipated that funds from the PRO will not cover all startup or operational costs, and that there will be an increased monthly charge for customers.

The Recycling Modernization Act (RMA) passed by the Oregon Legislature requires cities with a population over 4,000 to begin offering curbside recycling. This act aims to enhance recycling efforts across Oregon by establishing a comprehensive framework for the collection, sorting, and recycling of materials.

The Circular Action Alliance (CAA), based in Washington, D.C., is the sole PRO selected by the State of Oregon to manage the recycling responsibilities under the RMA. CAA is responsible for collecting fees from producers, planning and implementing recycling programs, and working with local governments to meet recycling needs.
