Construction will begin June 22 on a major safety and access improvement project at the intersections of Northwest Geer Road, West Harper Road, North 1st Place, and the Union Pacific railroad crossing.

The project will realign the intersection to improve traffic flow and safety for motorists, pedestrians, and cyclists. Planned improvements include new turn lanes, stop signs, sidewalks, crosswalks, and roadway resurfacing.

To allow construction to proceed, the intersection and railroad crossing will be closed beginning Monday, June 22. Traffic on North 1st Place will also be affected during construction.

Access between Geer Road and Harper Road will be routed through a detour using Northwest 6th Street. Access to the recycling center located near the intersection will remain available throughout construction.

Regular traffic flow on Geer Road and Harper Road is expected to resume by October 2026. However, work associated with the railroad crossing is anticipated to continue until spring 2027.

The project addresses a long-standing transportation challenge at the nexus of one of Hermiston’s growing industrial and commercial corridors. The intersection’s unusual alignment and proximity to the railroad tracks have created traffic and safety concerns for many years. Once complete, the improvements will provide safer traffic movements, improved pedestrian access, and better connectivity for residents and businesses.

The Geer-Harper project is part of the City of Hermiston’s Capital Improvement Plan, a five-year roadmap for major investments in streets, water, and wastewater infrastructure. Capital Improvement Plan projects are selected because they require significant capital investment and are critical to protecting public infrastructure, supporting future growth, and enhancing access to essential services.
