DESIGN AND ENGINEERING OF OPEN ACCESS FIBER TO THE PREMISES NETWORK FOR THE CITIES OF HERMISTON AND UMATILLA, OREGON

REQUEST FOR PROPOSALS

DESIGN, ENGINEERING AND CONSTRUCTION MANAGEMENT SERVICES RELATED TO THE OPEN ACCESS FIBER TO THE PREMISES NETWORK TO BE BUILT BY THE CITIES OF HERMISTON AND UMATILLA, OREGON

PROPOSAL DUE DATE AND TIME February 6, 2026, 2:00 P.M.

The cities of Hermiston and Umatilla, Oregon (the “Cities”) are in the process of developing a publicly owned, open access, fiber to the premises (FTTP) network to serve their communities. The FTTP network will be approximately 250 route miles total (about 90% aerial and 10% underground) and will pass approximately 8,500 premises. It is anticipated the network will be XGS-PON with a 1:32 split, installed primarily via strand and lash in the communications space on existing utility poles, but the selected engineering firm will provide guidance on the final conceptual design.

The Cities are requesting proposals from highly qualified engineering firms with direct experience designing, engineering and managing the construction of FTTP networks. Through this Request for Proposals (RFP) the Cities are seeking a contract with a qualified engineering firm to provide the following services:

Design, engineering, and preparation of construction bid package for FTTP network

Cost estimates based on conceptual and low-level designs

Services related to permitting and right of way access agreements

Services related to pole attachment applications and access to poles and conduit

Construction management and inspections

Turnover package including as-builts and splice records
