Reduced Utility Rate Program for Low-Income Residents
Starting March 1, 2025, eligible residents can apply for discounted water and sewer rates.
The City of Hermiston is offering financial relief to qualifying residents through its Reduced Utility Rate Program. This program is designed to support long-term, low-income households by cutting their base utility rate for water and sewer services in half.
Who Qualifies?
To be eligible, applicants must have a total household income under 175% of the Federal Poverty Level.
* The program is limited to 50 application approvals for the year ending December 31, 2025. *

How to Apply
Applications will be available starting March 1, 2025. To apply, residents must:
- Complete the official application form on this page or in person at City Hall.
- Submit a copy of their 2024 tax return or alternative proof of income such as bank statements or other proof of income if they do not file taxes.
- Ensure their utility account is in good standing before applying.
Important Deadlines
- Applications received before April 15, 2025: If approved, benefits will be retroactive to January 1, 2025.
- Applications received after April 15, 2025: Benefits will apply only for the remaining months of 2025.
- Annual renewal required: Approved applicants must reapply each year to continue receiving the discount.
