Total Residential Utility Burden

The City of Hermiston compiled a report analyzing how the bills that the average Hermiston resident pays stacks up against other comparable eastern Oregon cities as of January, 2015.  The results were very favorable for Hermiston rate payers and showed that of all of the cities surveyed, Hermiston residents enjoy the lightest total utility burden, or sum of all utility bills.

Reduced Utility Rate Application

For relief of those residents who are experiencing a financial hardship, a (Reduced Utility Rate) application may be made to the City Recorder (at City Hall) for a reduced monthly charge calculated at 50 percent (of the base rate) of their water and recycled water (sewer) bill.

Electricity Comparison

The Electricity component of of the Total Utility Burden analysis assumed a monthly usage of 1,000 Kwh. More information on the electric comparison, including methodology (PDF)

Water Comparison

The Water component of the Total Utility Burden analysis assumed a monthly usage of 24,400 gallons, which has been averaged across 12 months for comparison purposes, and to account for variations in billing practices between the various cities. More information on the water comparison (PDF)

Sewer Comparison

The Sewer component of the Total Utility Burden analysis uses the basic charge for a residential unit. More information on the sewer comparison (PDF)

Solid Waste Comparison

The Solid Waste Comparison of the Total Utility Burden analysis uses the 90 gallon cart service, because it is by far the most popular residential service in Hermiston.  Many of the cities surveyed use smaller services than 90 gallons, however.  In these cases, the service that is most similar in size was used. More information on the Solid Waste Comparison (PDF)
