Transportation System Plan

The current Transportation System Plan (TSP) dates back to 1997 with five major updates, the most recent update occurring in 2015. Community members ranked improved transportation planning as a priority in the 2021 Hermiston 2040 Program Outreach. 

Hermiston is growing rapidly, and that growth is expected to continue. Ongoing and anticipated commercial development may add up to 3,000 jobs within the Hermiston region over the next few years. This will result in commensurate population growth, too. Nearby cities, such as Stanfield and Umatilla, are also experiencing this growth. This creates challenges not anticipated in the current TSP. 

What is a TSP?

A transportation system plan (TSP) is a comprehensive, long-range planning document outlining projects, programs, and policies to meet transportation needs of a given area over the next 20 years. These plans implement current city plans and support a variety of transportation options including, but not limited to: freight, car travel, walking, biking, and transit accessibility. 

Benefits of a TSP Update

  • There are many benefits to updating Hermiston’s TSP. Benefits include:
  • Resourceful use of existing streets and transportation network
  • Improved safety throughout Hermiston, including by schools 
  • Better management of traffic congestion on US 395 and OR 207, and potentially other roadways
  • More connectivity between neighborhoods and employment areas
  • Enhanced mobility and accessibility for all transportation modes
  • Data-driven and community-supported decisions to preserve Hermiston’s small-town charm 
  • More cost-effective solutions supporting Hermiston’s growth over the next 20 years

Project Schedule

Hermiston received a grant from the State of Oregon to amend the existing TSP in 2024. Work began in the summer of 2025. Virtual open houses are scheduled for September of 2025 and January of 2026. Community involvement events are planned for August, September, and December of 2025. The draft TSP will be competed in February of 2026. Final adoption is planned for April/May 2026. Project updates and comment opportunities will be advertised via social media and this website.

Upcoming Public Meetings

An outreach session will held at the Hermiston High School football game on September 19, 2026.  Additional meetings will be advertised as they are scheduled.
