Transportation System Plan

Between Spring 2025 and Spring 2026, the City of Hermiston is updating its Transportation System Plan (TSP). A TSP is a comprehensive, long-range planning document outlining projects, programs, and policies to meet transportation needs of a given area over the next 20 years. The current TSP dates back to 1997 with five major updates, the most recent update occurring in 2015. Community members ranked improved transportation planning as a priority in the 2021 Hermiston 2040 Program outreach.

The project team collected feedback on existing conditions during September 2025 and on the draft project list in December 2025. Hermiston community members expressed they would like to see transportation projects covering:

  • Sidewalk improvements
  • More off-street trails
  • More street lighting
  • More local street connections
  • Improved intersections

Since then, the project team has updated the draft project maps and has also prepared summaries of top priority projects.
The community is a key part of this TSP Update. Public input helps the City make important transportation decisions. Residents can learn more about the proposed projects and provide feedback at this online open house or by mail between January 20 and February 3.
