Building Permits

Structural Building Permits are required for any new construction of carports, garages, patio covers, etc that are over 120 sq ft. Also, remodels, additions, and converting garage space to livable area require a building permit. If you are unsure if you need a permit, call our office for more information. 

New 1 & 2 Family Dwelling Combo permit combines all permits for a new residential single family or duplex into one permit number. This allows you to call for all inspections using one Building Permit number or IVR number. You can also pay for all the permits at one time. The subcontractors that will be used for HVAC, Electrical, and Plumbing need to be listed on the application. If these contractors change, someone must notify our office. Before a final inspection is called the List of Contractors form will need to be returned to our office. 

Contractors must have a license to work in Oregon. The Oregon Construction Contractors Board (CCB) issues licenses to contractors. 

Manufactured Home Permits are required when setting up a manufactured home in a park or a city lot. The manufactured home has to be a 1976 or newer model and have a HUD sticker. Additional requirements for manufactured homes set up outside of a manufactured dwelling park can be found in Hermiston Code of Ordinances Section 157.145 MANUFACTURED DWELLING STANDARDS and for Park standards 157.146 MANUFACTURED DWELLING PARK STANDARDS

Any individual or business that purchases a manufactured home should record the ownership of the home through the Manufactured Home Ownership Program.

An additional resource is Umatilla County Taxation Department. Please contact them to ensure your manufactured home is registered properly with their division. 

Solar Panel Installations require a permit. There is a Prescriptive installation and Non-Prescriptive. See the checklist below to see if the installation meets the requirements for a Prescriptive Installation. If not, engineered stamped plans will need to be submitted. Prescriptive Installation fee is $150 which includes  application fee and (1) inspection. Non-prescriptive Installation fees are based on valuation and a plan review is required.
