Hermiston Council Approves SE 10th Street Transfer from County

One lane bridge on 10th Street

The Hermiston City Council voted Monday to assume ownership of a section of SE 10th Street from Umatilla County, initiating a process that will require further action by the county.

The transfer involves the portion of SE 10th Street between Highland Avenue and Columbia Drive. As part of the agreement, the City will receive a one-time payment of $200,000 from Umatilla County to support future improvements, including replacing a failing one-lane culvert near the Blue Mountain Community College campus. That project is estimated to cost $800,000.

Revenue from the Columbia Ridge subdivision, including transportation development charges and culvert-specific fees, is expected to offset part of the expense. The City plans to fund the remaining cost through future development revenues. Officials cited the growing importance of SE 10th Street as a north-south corridor serving Hermiston’s expanding east side.

The Umatilla County Board of Commissioners will now move the proposed transfer through its public hearing process.
