Hermiston City Council Approves Step Toward Local Improvement District

The Hermiston City Council on Monday approved Resolution 2392, moving forward with the process to form a Local Improvement District (LID) to upgrade Northwest 2nd Street between Elm and Cherry streets.

The section of gravel road is expected to see more traffic due to upcoming lane modifications on Highway 207 by the Oregon Department of Transportation, which will restrict left turns near the Highway 395 intersection.

Resolution 2392 includes a revised funding plan with the City contributing $75,000 toward the project to reduce costs for impacted property owners. A detailed cost review also lowered the project’s estimated expenses by $57,000.

The action follows months of negotiations with property owners, which resulted in fewer valid remonstrances. Approval of the resolution does not formally create the LID but sets a public hearing date for September 8, 2025, where the Council will decide whether to establish the district.
