City Council Moves Forward with EOTEC RV Parks to Support Major Events and Regional Workforce
The Hermiston City Council approved resolutions at its January 26 meeting that advance development of two new RV facilities at the Eastern Oregon Trade & Event Center (EOTEC). The purpose of these parks is to support major regional events, workforce needs, and long-term economic activity.
The first resolution included comprehensive plan and zoning map amendments, along with annexation of approximately 20 acres located at 1835 E. Airport Road for a “South” RV park. Approval allows the property to be annexed into the City of Hermiston, enabling connection to municipal services and grant-funded development. This park will be designated for long-term stays, including for construction workers.
The second resolution awarded a construction contract for the “North” RV park on the EOTEC campus. The project is designed to accommodate event-related camping associated with large-scale events such as the Umatilla County Fair and Farm-City Pro Rodeo. The Council approved awarding the contract to the lowest responsible bidder following review of submitted bids.
Amazon Web Services has committed $8 million toward construction of RV spaces at EOTEC in exchange for up to 100 RV spaces being guaranteed for AWS construction workers. Those workers will still pay standard rental fees for use of the spaces.
This two-site approach allows the City to balance workforce housing needs while preserving flexible RV capacity for high-traffic events that draw visitors to Hermiston and Umatilla County. The investment strengthens EOTEC’s ability to host large-scale events, supports local economic activity, and provides infrastructure that benefits both the community and regional partners.
